The startup corporate tax relief (Special Tax Treatment Control Act, Article 6), the adjustment of relief rates upon venture company certification, and the angel investor income deduction (Article 16) are each governed by separate provisions, yet they can all appear together within a single financial plan. From the founder's perspective, the corporate tax saved translates directly into available cash flow; from the investor's perspective, the angel deduction changes the after-tax return. How both viewpoints are expressed within one financial plan is what shapes a reviewer's assessment of credibility.
| Category | Beneficiary | Key Figures | Application Period |

| Angel Investment Income Deduction | Individual investors who invest directly | Up to 100% on the first KRW 30M | Investments made by Dec 31, 2028 |

For companies founded on or after January 1, 2026, a four-tier reduction rate applies. Even for young-founder startups, the rate drops to 75% if the business is located within the Seoul Capital Area's overpopulation control zone, while it reaches 100% outside the Capital Area. When citing a reduction rate in a financial plan, the business's regional classification and the founder's date of birth must be listed alongside the figure to substantiate it.
| Condition | Relief Rate |
|---|---|
| Young founder + outside Capital Area, or within Capital Area population-decline zone | 100% |
| Young founder + Capital Area (excl. overpopulation control zone and population-decline zones) | 75% |
| Young founder + overpopulation control zone, OR general founder + outside Capital Area | 50% |
| General founder + Capital Area (excl. overpopulation control zone and population-decline zones) | 25% |
The 'young founder' requirement is age 15–34 (inclusive) on the date of incorporation, with military service of up to 6 years subtracted from the age calculation. The relief period runs for 5 years: the fiscal year in which taxable income first arises, plus the following 4 years. If the company runs at a loss for an extended period before turning profitable, the clock for the relief period starts that much later.
Certain sectors — including finance and insurance — are excluded from the startup corporate tax relief. The relief is claimed by submitting an exemption application form along with the tax return at the time of filing. The full list of excluded sectors must be verified in the original statute or through a qualified tax professional.

A company that obtains venture certification within 3 years of founding is classified as a Startup Venture SME and becomes eligible for a 50% relief rate. If the founder already qualifies for a higher rate under the young-founder provisions, that higher rate is retained rather than reverting to the 50% Startup Venture SME tier. The tax savings from venture certification are most meaningful for general founders — particularly those in the Capital Area — who start at 25% and move up to 50% upon certification.
Venture company certification also includes partial reductions in acquisition tax and property tax. However, the specific percentages for local tax reductions and the current 2026 requirements are based on 2025-dated reference materials and should be verified against the original statutory text.

The angel investment income deduction is not a direct benefit to the startup — it reduces the investor's personal income tax. Referencing this provision in the 'investor attraction rationale' section of a business plan makes the case that investors can improve their after-tax returns, strengthening the argument for investment. Using this deduction effectively in investor discussions requires a precise understanding of its conditions.
| Investment Amount Bracket | Deduction Rate |
|---|---|
| Up to KRW 30M | 100% |
| KRW 30M–50M | 70% |
| Above KRW 50M | 30% |
The deduction cap is 50% of the investor's total comprehensive income for the tax year. Acquiring an equity stake from a third party is not eligible; a 3-year mandatory holding period applies, and an investment confirmation certificate is required at the time of application. The provision is effective for investments made through December 31, 2028.
A regulatory amendment effective May 14, 2026 expanded the range of eligible companies. SMEs founded within the past 3 years with annual R&D investment of at least KRW 30 million (or at least KRW 20 million for knowledge-based service businesses) are now included. If you have an R&D investment plan, noting that your company meets this threshold in the business plan allows investors to directly confirm their eligibility for the deduction.

The purpose of reflecting tax incentives in a financial plan is not to make after-tax profit look as high as possible, but to forecast available cash flow accurately. The most common thing reviewers check in the tax benefits section is: 'what is the basis for applying this relief rate?' Listing a rate without the qualifying conditions makes every number read as an optimistic assumption.
- State the conditions before the rate — link them in a single sentence, e.g., 'Young founder (age 28), business located outside Capital Area, incorporated January 2026 → 100% corporate tax relief applies.'
- List the 7% minimum tax and the KRW 500M cap among your stated assumptions — acknowledge that the effective relief rate may differ if profit grows significantly.
- Show both the pre-relief and post-relief tax figures — present the calculation explicitly, e.g., 'Pre-relief corporate tax: X KRW; relief rate: Y%; tax after relief: Z KRW.'
- If venture certification is a future plan, separate the pre-certification and post-certification years in the annual projections.
- The angel investment deduction is a benefit for investors, not the company — include it in the investor terms summary or a separate investor benefits section, not in the body of the financial plan.
