#Micro-Business Status Is Defined by Law — Check the Numbers
Article 2 of the Small Business Framework Act defines a micro-business using two criteria: number of regular employees and revenue. Businesses in mining, manufacturing, construction, or transportation must have fewer than 10 regular employees; all other sectors must have fewer than 5. The business must also qualify as a small enterprise under Article 2, Paragraph 2 of the SME Framework Act, which applies sector-specific average revenue thresholds.
| Sector | Micro-Business Employee Threshold | Small Enterprise Revenue Threshold (Example) |
|---|---|---|
| Mining, Manufacturing, Construction, Transportation | Fewer than 10 | Sector-specific notice applies |
| Accommodation & Food Service | Fewer than 5 | Under ₩1 billion |
| Information & Communications | Fewer than 5 | Under ₩5 billion |
| All Other Sectors | Fewer than 5 | Sector-specific notice applies |
Failing either criterion means the business does not qualify as a micro-business under the Small Business Framework Act. SBC and Ministry of SMEs micro-business program eligibility checks start from this statutory definition. Deciding which track to pursue comes only after making this determination.
#Each Agency Defines 'Growth Potential' Differently
The same business can be evaluated very differently depending on which channel you approach. The SBC looks at creative or innovative offerings and the capacity to deepen a business model rooted in local resources and culture. The Early-Stage Startup Package treats tech-startup status itself as the core eligibility requirement. Venture company certification requires objective external evidence — investment or R&D activity.
| Program | Growth Potential Standard | Key Exclusions |
|---|---|---|
| SBC Leap Support Program (Local Business Nurturing / Strong Small Business) | Creative or innovative offerings; capacity to develop a locally rooted, culturally grounded business model | General subsistence-oriented micro-businesses (must pass document review and regional audition) |
| SBC Innovative Micro-Business Standard | Export micro-businesses; 10%+ revenue growth for 2 consecutive years; smart factory adoption; Strong Small Business or Local Creator designation | Early-stage businesses with no growth track record |
| Early-Stage Startup Package (within 3 years of founding) | Tech startups as defined under SME Support Act Article 2, Clauses 4 and 9 | Subsistence-oriented sectors such as cafes, retail, and distribution |
| Venture Company Certification | One of: venture investment (₩50M+ from a qualified institution) / R&D (corporate lab or dedicated R&D unit) / innovation-growth (high-scoring tech innovation and business growth evaluation) | Businesses that do not qualify under any of the three categories |
The SBC frames 'innovation' around local character, operational transformation, and revenue growth track records. The Early-Stage Startup Package uses tech-startup classification as the selection filter itself. Venture certification demands objective external evidence — investment or evaluation by an outside body. All three point to different definitions of 'growth potential.'
#KOSMES Policy Funds — When the Micro-Business Exception Applies
KOSMES policy funds (approximately ₩4.5 trillion in 2026) exclude micro-businesses as a general rule. A business that meets Article 2 of the Small Business Framework Act will be rejected from the general window as ineligible.
There are three exceptions. First, micro-businesses in manufacturing, innovation-growth, ultra-gap, or new-industry sectors are permitted to apply. Second, the Youth Entrepreneur Startup Fund is open to all micro-businesses. Third, the New Market Entry Support Fund is also open to micro-businesses. In all cases, the business plan must explicitly state the basis for meeting the exception — merely claiming to operate in an eligible sector is not sufficient.
#The Boundary Between the Micro-Business Channel and the Tech-Startup Track
The defining variable between the two tracks is tech-startup status. The Early-Stage Startup Package targets tech-startup companies within three years of founding and provides up to ₩100 million (up to ₩150 million for deep tech). Subsistence-oriented sectors such as cafes, retail, and distribution are effectively excluded.
By contrast, SBC micro-business programs do not require tech-startup status — meeting the Article 2 criteria of the Small Business Framework Act is sufficient to qualify. The 2026 micro-business direct support budget covers 26 programs across 7 areas totaling ₩1.341 trillion, while the policy loan budget covers 11 programs across 3 areas totaling approximately ₩3.362 trillion. Eligibility is limited to micro-businesses as defined under Article 2 of the Small Business Framework Act.
#Track Selection Checklist — Where to Start
Before deciding on a channel, working through the following steps will prevent you from preparing in the wrong direction. Each step is based on eligibility criteria drawn from statutes and official announcements.
- Check Article 2 of the Small Business Framework Act — Does your business fall below the employee count and sector threshold? If not, you are ineligible for SBC micro-business programs.
- Check tech-startup status — Does your business qualify under SME Support Act Article 2, Clauses 4 or 9? If yes, you can apply for the Early-Stage Startup Package (up to ₩100 million; up to ₩150 million for deep tech).
- Review venture company criteria — Have you received ₩50 million or more from a qualified institution? Do you have a corporate research lab or dedicated R&D unit? Can you seek an evaluation for tech innovation and business growth?
- Check KOSMES exceptions — Even as a micro-business, you may be eligible for select policy funds if you operate in manufacturing, innovation-growth, ultra-gap, or new-industry sectors. Young founders should also review the Youth Entrepreneur Startup Fund.
- Review SBC innovative micro-business criteria — Export activity, 10%+ revenue growth for two consecutive years, or smart factory adoption may qualify you for higher-tier SBC support programs.
The micro-business support channel and the tech-startup track are not mutually exclusive. A business that qualifies as a micro-business and also meets tech-startup criteria may use different channels depending on timing and objectives. That said, always check each announcement for provisions prohibiting duplicate or simultaneous receipt of benefits before applying.
